UR Medicine Recovery Center of Excellence (RCOE) located in Rochester, NY, was established by the Health Resources and Services Administration (HRSA) in September 2019 to address the harmful effects of substance use disorder (SUD) in rural Appalachian communities. The center aims to reduce morbidity and mortality related to opioid use disorder (OUD) with particular emphasis on synthetic opioids.

RCOE is adapting evidence-based and emerging best practices to rural areas, disseminating resources rooted in those practices, and providing technical assistance across the U.S.

Its target service area encompasses 23 rural counties in Appalachian Kentucky, New York, Ohio, and West Virginia.
